Neither. You contact the US Postal
Service. They own the mailboxes and for a small fee will re-key your mailbox for you.
Why do I have to pay for the keys?
The fees
are used partially to recover costs incurred by the association to have the keys made, and the rest of the money goes to the
budgets that cover the expense of maintaining these ammenities.
